5th QUAD Meeting of Defence Policy Directors of France, Greece, Italy, and Cyprus (Larnaca, 24 Nov 25)

On 24 November 2025, the 5th Quadrilateral Meeting of Defence Policy Directors of France, Greece, Italy, and Cyprus, coordinated by the Ministry of Defence of the Republic of Cyprus, was held as part of the Quadrilateral Initiative (QUAD). This followed the completion of the aeronautical exercise “EUNOMIA-6-2025”, which took place in the Eastern Mediterranean region from 11 to 18 September 2025.

The aim of the activities of this European Initiative is to maintain and improve the interoperability and collaboration of the Armed Forces of the four countries, as well as to strengthen their integrated naval and air presence in the Eastern Mediterranean.

During the consultations, a shared resolve was affirmed to further enhance defence and military cooperation, with the aim of promoting peace, stability, and prosperity in the Eastern Mediterranean. A briefing was provided on the key operational lessons from the military exercise “EUNOMIA-6-2025”, and discussions addressed current security challenges and threats, as well as regional developments in the Eastern Mediterranean and the Middle East.

Ultimately, perspectives and recommendations were expressed concerning the development of a coordinated framework of measures to ensure free navigation, peace, and stability in the region; the agenda for forthcoming activities of the Quadrilateral Initiative was endorsed; and a Joint Communiqué was adopted.
