The General Directorate of National Defence Policy and International Relations (GDNDPIR) of the Ministry of National Defence (MoD) convened, on Tuesday 19 September 2023, the 2nd Interministerial Organising Conference on National Resilience, at the auditorium of Athens War Museum, with the participation of representatives (at the level of General Directors/Directors), from all Ministries, Decentralised Administrations and Regions of the country.
The aim of the Conference – under the framework of the coordination of efforts to strengthen the resilience of our country, as a result of the NATO Defence Ministers’ Meeting in Vilnius and guided by the national and collective commitment to Resilience, which is based on Article 3 of the North/Atlantic Pact – was:
• informing participants on the issues of resilience, raised at the NATO level, and
• the analysis of key requirements and methodology for achieving resilience, both within NATO and at national level.
In particular, the need to set up a National Resilience Committee with members/representatives from all Ministries and bodies of the Hellenic Public Administration was stressed. The main task of this Committee will be to formulate a National Resilience Strategy and to take initiatives at the operational level to strengthen the resilience of our country.
During the 2nd Interministerial Conference the following thematic topics were also analysed:
• Claims arising from the Summit in Vilnius.
• Briefing on how the NATO Resilience Committee’s specialised Planning Groups work.
• Presentation of a methodology to identify vulnerabilities per actor and finally,
• Definition of a Roadmap of Actions for the achievement of the National Resilience Plan and the National Resilience Goals.
The Greek National Representatives of the six (6) specialised Planning Groups of the NATO Resilience Committee addressed the meeting.
More importantly, the main rapporteur at this meeting was the General Director of National Defence Policy and International Relations of the Ministry of National Defence, Dr. Konstantinos Balomenos, who has been assigned the duties of Senior National Representative (SNR) of Greece to the NATO Resilience Committee.
