The conference entitled “Alliance Strategy: The Coherence of All Instruments of Power for Collective Deterrence and Defence”, co-organised by the General Directorate of National Defence Policy and International Relations (GDNDPIR) of the Hellenic Ministry of National Defence and NATO Allied Command Transformation (NATO ACT), successfully concluded its proceedings in Athens on Friday, 2 October 2026.
The discussions focused on the role of Grand Strategy within an Alliance, the challenges associated with developing and implementing strategy in a multinational environment, and the coordinated use of the full range of available instruments of power. Particular emphasis was placed on the contribution of military and non-military instruments, including diplomacy, economic resilience, technology, energy security, infrastructure protection, information, and societal resilience.
Through the thematic sessions and discussions, the importance of aligning national strategies with Alliance priorities, strengthening cooperation between political and military stakeholders, and adapting strategic planning to an ever-changing security environment was highlighted.
As part of the proceedings, a Tabletop Exercise (TTX) was also conducted, with the participation of representatives from political and military stakeholders, highlighting in practice the importance of civil-military cooperation and coordination among the different actors.

The co-organisation of the Conference underscores the importance of cooperation between the Hellenic Ministry of National Defence and NATO ACT, as well as Allied Nations’ contribution to the strategic dialogue aimed at strengthening NATO’s cohesion, effectiveness, and collective deterrence and defence capabilities.
